- Only CFUs obtained in the degree programme with which you are competing for the benefit and resulting from the approved study plan are counted. CFUs recognised from previous programmes or CFUs accrued from supernumerary activities are NOT counted.
- Note that, in the case of registration with career shortening, you always need to obtain at least 55 CFUs in the period between 10/08/2022 and 10/08/2023, regardless of the year of enrolment.

- Bonus credits are applied automatically (you don’t have to apply for them) to reach the credit threshold necessary to obtain eligibility for years after the first.
- Bonus credits can never be used to reach the minimum threshold of 20 CFUs to be achieved by 10 August 2023
The bonus does not apply to students enrolled on a part-time basis and those enrolling in a Master’s degree programme whose entry qualification is a degree obtained abroad, starting with the 2023/2024 cohort.

No, you must accept the offer and pay the non-refundable Admission fee according to the deadline provided.

If you are an international student in paid accommodation for at least 10 months in the academic year (from 1 October 2023 to 30 September 2024), you may indicate your status as “FUORI SEDE” (OFF SITE); if you do not meet the paid accommodation requirement, you must indicate “PENDOLARE” (COMMUTER).
If you obtain a degree during the year, the accommodation must be maintained at least until then.

Fee-based hospitality contracts at university and religious colleges are deemed suitable for consideration.
Rental agreements for consideration concluded with private individuals must be registered with the Italian Revenue Agency (Agenzie delle Entrate).
Free use and non-fee based hospitality contracts are not accepted.
The applicant student must be the holder of the contract (a special case, assessed by the office, is where a family member has signed the contract for themselves and their successors).

As of academic year 2022/23, a copy of the accommodation contract, its registration with the Italian Revenue Agency (Agenzia delle Entrate) and the payment receipts for the monthly fees must be entered in a special online procedure, called Checking paid accommodation, available under the section Initiatives on Uniweb (FAQs available at www.unipd.it/en/veneto-region-scholarship).
Submitting the application

Yes, if, for the academic year 2023/24, you have enrolled or intend to enrol in a Bachelor’s degree, a Master’s degree, a Single-cycle degree or a PhD programme. You can apply for a scholarship for several years or semesters depending on the programme attended as specified in the Call for applications: www.unipd.it/en/veneto-region-scholarship

Applications must be submitted online from the Uniweb reserved area, following the menu: Right to university studies, disability disclosure, summer courses – Application for benefits.
You have to complete the Application for Benefits by:
- clicking on the authorisation to the University to acquire the “ISEE/ISEE Parificato” (Equivalent Economic Status Index/Equivalent ISEE);
- clicking YES under the Regional scholarship point;
- indicating the status and other required information;
- confirming the request.

You can apply until 2 October 2023; no extensions can be granted.

You do not need to have finalised your enrolment in order to submit your scholarship application. Remember, though, that 2 October is the deadline even for candidates who have not yet enrolled.

You can amend the Application for Benefits directly in Uniweb up to but no later than 2 October 2023.
After that date, no changes can be made to the application.
Any others remarks or corrections must be submitted within 15 days of the publication of the provisional ranking list, by sending the report form that will be made available together with the ranking list itself at www.unipd.it/graduatorieborse-studio-regionali.
During the Academic Year, you must notify us promptly of any deteriorating changes in status. Failure to do so will lead to the assessment fee being applied.
Rankings

The rankings, broken down by enrolment year, are published on www.unipd.it/graduatorie-borse-studio-regionali
Provisional rankings: these will be available from 20 October 2023 with the eligibility assessment, declared status and any reasons for exclusion indicated.
Definitive rankings: these will be available from 15 November 2023.

Yes, by March 2024, for the sole purpose of assessing students enrolled after the first assignment and international students with an ISEE Parificato issued between October and November.
ISEE
-
For the purposes of the scholarship, the ISEE signing date must be between 1 January and 2 October 2023 (30 November 2023, only for ISEE Parificato to be issued for international students enrolled for the first time in their first year).

“ISEE Parificato” for students who are:
- international students residing abroad (outside Italy), with a family unit residing abroad;
- international students residing in Italy, but with an earned income of less than 9,000.00 euro and with a family unit residing abroad (outside Italy);
- Italian citizens residing abroad (outside Italy), whether or not they are registered in the Anagrafe Italiani Residenti all’Estero (AIRE).
ISEE per le Prestazioni Agevolate per il Diritto allo Studio Universitario (ISEE for benefits related to the right to higher education) issued in favour of the benefit applicant (in the case of members of the same household, the tax codes of all applicants must be reported), for all other cases.
If the conditions set out in the regulations are met, you may apply for a current ISEE to be issued.

The ISEE Parificato must be issued by the University’s partner CAF exclusively (the service is free of charge):

The documents useful for its release must be uploaded on the portal of the CAF, available at the following link: unipd.cafciaisee.it
Other ways of document delivery are not accepted.
For other types of ISEE, you can request it at any CAF or any other body authorised to issue it.

The CAF office is the sole competent authority to advise you on such documents and their format, so for any more detailed information please check out with them exclusively.

No, it is mandatory to have a tax code (codice fiscale). The Admissions & Welcome unit will apply for a tax code on your behalf and send it to you at your email address in due time and on time to apply for the ISEE Parificato. Please find more information at www.unipd.it/en/key-documents.

No extension or deadline postponement is granted, the ISEE must be obtained by 2 October.
ONLY if you are an international students applying for the ISEE Parificato and enrolling for the first time in your first academic year, the deadline is extended until 30 November.
Benefits

To being eligible means to possess all the requirements established by the Call for application.
If eligible, you will receive:
- total exemption from fees for the entire academic year, including reimbursement of any amounts already paid in the first instalment (with the exception of stamp duty);
- the possibility of a free daily meal at the ESU canteens;
- the possibility of accommodation at a subsidized rate (if you win the housing competition run by ESU).
An eligible student can be also winner of the scholarship if its position in the definitive ranking is covered by the available funds, so you can receive also a cash amount calculated on the basis of the declared status and the ISEE value, net of the charges for food and accommodation.

By 31 October 2023, in Uniweb, you need to enter:
- the bank details of a current account held in your name or held jointly, in the section Home, Master Data, Refund methods, Edit Bank Account Refund Data;
- your address in Italy, under Home, Master data, Modify domicile address.

The current account must be in your name, or held jointly in your name and another person’s name; accounts held by third persons, including parents, are not accepted. The account must also be held in a banking institution belonging to the SEPA area.

Yes, but only if the card has an IBAN code.

Yes, you can enter the data of the Flash Card received at the end of the registration procedures, only after having visited any Intesa SanPaolo branch to request its upgrade to a nominative prepaid “Flash Up Studio” card. For more information, see www.unipd.it/en/flash-card.

First-year students receive:
- the first instalment by December 2023;
- the second instalment by the month following the attainment of 20 CFUs (subject to the deadline to attain them of 10 August 2024)
Students enrolled in years after the first and in a PhD programme receive the scholarship in a single instalment by December 2023.

There are no restrictions attached to it: you can spend it freely.

No. If you are eligible, you do not lose your right to the scholarship: the benefit will be paid automatically by the end of the month following the month in which you entered your data in Uniweb.
Food and Accomodation

Part of the scholarship is provided in services (food and accommodation):
- “ON SITE” students will see no deductions;
- “COMMUTER” students are entitled to a free daily meal, for which a fee of 540.00 euro is deducted;
- “OFF SITE” students are entitled to a free daily meal, for which a fee of 760.00 euro is deducted; in addition, students who use the ESU residential facilities in Padua as a result of winning the housing competition will see a fee of 1,600.00 euro deducted.

No. Fees for services are withheld regardless of whether the service is used.
Special and exceptional situations can be assessed directly by the ESU (www.esu.pd.it).

Log on to the ESU website (www.esu.pd.it) and follow the menu: Online Services -> Registration. It then generates the QR code (contact the ESU for assistance).
The platform will ask for the fiscal code: if you have not received it yet, the Admissions & Welcome Unit will apply for it on your behalf and send it at your email address.

The free meal is provided from January to December of the year following the publication of the definitive rankings. Eligible second-assignment students will be entitled to the free meal after the publication of the relevant ranking list and may apply to the ESU for a refund of any fees paid from January onwards.
Scholarship Incompatibility

The regional scholarship cannot be combined with other grants or scholarships disbursed with purposes similar to upkeep for any reason whatsoever. Regional scholarships may be combined with those granted by national or foreign institutions aimed at supplementing the training or research activities of the grant-holders by means of stays abroad (mobility grants).
If you are the winner of both a regional grant and another grant for a similar purpose in the same academic year (with the exception of the mobility grant), you must choose which one to select.
Revoking a Scholarship

Eligibility, and any scholarship received (including service fees enjoyed), shall be revoked for students enrolled in their first year of study who, by 30 November 2024, have not achieved at least 20 CFUs (10 CFUs for part-time students).
The scholarship shall also be revoked in the event of:
- false declarations being made in previous years (the exclusion from benefits shall apply throughout the course of studies);
- PhD students without a grant who subsequently become grant recipients pursuant to L. (Law) 210/98;
- students who obtain their degree in the extraordinary session of the 2022/23 academic year, by December 2023 (since they are not entitled to the scholarship for the 2023/24 academic year);
- student transfers to another university or withdrawal from studies during the 2023/24 academic year.
Generally, if the benefit is revoked, the monetary amount of the scholarship or grant and the sum corresponding to the value of any ESU food and accommodation services enjoyed will need to be refunded, in the manner and within the timeframe established by the University.

If you withdraw from your studies and later wish to apply again for a scholarship or grant for a degree programme at the same level as the one from which you withdrew, you must submit an explicit request to benefici.studenti@unipd.it to renounce the benefit.
You will have to return the grant received (including the service fees enjoyed) and pay the regional tax and the university fee due for the academic year you have renounced to the extent provided for by the current administrative provisions adopted by the University.
Other information

By the month of March following the year in which the scholarship is received, you will receive an email from the Tax Office (Ufficio Fiscalità) containing a link to download the Single Certification (Certificazione Unica) valid for tax purposes.
The regional scholarship is tax-exempt and does not have to be included in your income tax return. However, it must be declared for ISEE purposes (you will have to submit the Single Certification received from the University to the CAF).
